The first storage pump power plant of the country was put into operation in the presence of 1st Vice President Dr. Es’haq Jahangiri.
According to the Public Relations Department of Iran Water and Power Resources Development Company, all four units of Siyah Bisheh Storage Pump Power Plant became operational on Sept. 1, 2015 in the presence of 1st Vice President Dr. Es’haq Jahangiri along with Energy Minister Eng. Hamid Chitchian, Deputy Energy Minister in Power and Energy Affairs Houshang Falahatian, Managing Director of Tehran Regional Power Company Seyyed Zaman Hosseini, Advisor to the Energy Minister and Director General of Public Relations Department of Ministry of Energy Rajabi, Managing Director of Iran Power Transmission, Distribution and Management Company (TAVANIR) Arash Kordi, Governor General of Mazandaran Province, Friday Prayers Leader of Marzanabad and some of local, provincial and state officials.
Energy Minister Eng. Hamid Chitchian was the first speaker in the inaugural ceremony of four units of Siyah Bisheh Storage Pump Power Plant who said: “This power plant is one of the honors of Iran’s power industry. Relying upon the assistance of the Almighty God, this giant project was put into operation at the unsparing and unflinching efforts of expert engineers, managers and functionaries.”
Benefitted from the most experienced and skilled engineers, this project became operational in the presence of senior officials of the country, he maintained.
This giant project was constructed in the most arduous and difficult climatic situation in snow-clad and heavy rainfalls occurred in the region over the previous years, he observed.
In general, expert and competent Iranian engineers managed to go through from hard-to-pass regions for installing very complicated and sensitive power plant equipment in this project, he highlighted.
Turning to this point that Islamic Republic of Iran holds world’s 14th power plant network, he said: “Presently, capacity installed for generating electricity in the country stands at 73,500 MW."
Elsewhere in his remarks, he said: “This year coincides with the 13th year that there is not any blackout or power outage in power grid of the country.”
Siyah Bisheh Power Plant is the first power plant that can become operational in less than 30 seconds, he said, adding: “As located in the vicinity of one of the high power-used parts of the country, this power plant plays an important role in balancing power network and preventing voltage from being dropped in consumption peak.”
Operation of this national project is a giant achievement and here, I seize this opportunity to congratulate this achievement to the Supreme Leader of the Islamic Revolution, government and noble nation of Islamic Iran.
I also express my special thanks to the unflinching and relentless efforts of all engineers and functionaries of this project who managed to carry out the most important project in the country successfully.
The Energy Minister pointed to sideling drilling, designing and installing shaft as the most difficult part of construction of this power plant and said: “Two companies in world owned the technology of doing such difficult activity, based on which, we requested them to handle it in construction of this giant project.”
In their claims, they [two foreign companies] announced: “We are not authorized to give any knowledge and technical know-how to Iranian engineers.”
With due observance to the said issue, “We did not accept their request and resorted to use technical know-how and scientific knowledge of Sharif University of Technology in designing the shaft.”
Relying upon the assistance of the Almighty God, activities related to sideling drilling and also installing shaft was carried out successfully, the Energy Minister concluded.
1st Vice President Dr. Es’haq Jahangiri was the second speaker who expressed his thanks on the unflinching efforts and endeavors of activities and functionaries of this giant national project and congratulated the Government Week to all industrial activists.”
This national project became operational only at the unsparing effort of Iranian engineers, he said, adding: “This project is a unique of its kind in the country which was put into operation by expert Iranian engineers.”
He reiterated that water and power industry of the country has specific situation in a way that the country is in dire need of powerful scientific management in the field of accurate consumption of water.
Iran will face serious challenges in upcoming years for supplying water resources, he said, adding: “Negotiation has been made with the Agricultural Jihad Ministry in order to correct crop cultivation pattern. It is decided to proper cultivation pattern towards greenhouse cultivation.”
The senior official urged people to take effective steps in saving and correcting consumption of water seriously in the country and said: “Iran’s coastal areas have high potentials for industrial activities due to affluent water resources in these coasts.”
The Energy Ministry is facing with high liabilities and effective steps have been taken in 11th government in order to alleviate problems facing the ministry, he opined.
It should be noted that 220 billion tomans is taken from the Energy Ministry for monthly payment of subsidy to the noble nation of Islamic Iran, 1st Vice President maintained.
He also expressed his special thanks to the Energy Minister Eng. Chitchian for his accurate management in generation and distribution of power in peak hours of summertime in current Iranian calendar year (started March 21, 2015).
Turning to the recent historic nuclear inked deal between Iran and P5+1 (the five permanent members of UN Security Council plus Germany), he said: “Presently, Iran has clinched a satisfactory deal with world major powers and it is hoped that vast part of cruel sanctions imposed on Iran will be lifted in very near future.”
Elsewhere in his remarks, 1st Vice President said: “Once sanctions are lifted, the country should take effective steps and should not allow Iranian market to turn into consumption of foreign brands of products.”
Using international financial resources is one of the most important steps that should be taken in the current circumstances in order to flourish production sector, he stated
The next speaker was the Managing Director of Iran Water and Power Resources Development Company Eng. Seyyed Mohammad-Reza Rezazadeh who said: “Siyah Bisheh Storage Pump Power Plant became operational in springtime of current Iranian calendar year in 1394 (started March 21, 2015) and was put into circuit officially.”
It is a matter of happiness to say that this giant project became operational during the Government Week in the presence of 1st Vice President Dr. Es’haq Jahangiri.
He said: “1st Storage Pump Power Plant of the country is located at 125 km Northern Tehran Province, 10 km at northern side of Kandovan Tunnel, Vicinity of Siyah Bisheh Village, Mazandaran Province with the production capacity of 1040-MW electricity.”
This power plant is equipped with four 260-MW units, the first of which became operational and connected to nationwide grid as generator form in the first three months of current Iranian calendar year in 1394 (ended March 20, 2014), he maintained.
Other units i.e. second, third and fourth units of the project were synchronized to the nationwide grid individually after passing pre-commissioning tests successfully, he said, adding: “These three units of the project were put into operation in two “pump” and “turbine” modes.”
Salient specification of storage pump power plant is this that it can be operated even in “pump” mode and also in “turbine” mode with changing direction of circulation of blades, he maintained.
To date, more than 800 GW/hour electricity has been injected to the nationwide grid in Siyah Bisheh Power Plant with the gradual connection of four units of this power plant, he said, adding: “Siyah Bisheh Storage Pump Power Plant has had an important role in controlling frequency, balance and stability of power network in general.”
Turning to this point that this power plan plays an important role in controlling frequency of power network of the country, he said: “Establishing balance and increasing security in power network used across the country in peak hours is considered as the main objective of this project.”
In the end, Managing Director of Iran Water and Power Resources Development Company Eng. Seyyed Mohammad-Reza Rezazadeh said: “Operation of Siyah Bisheh Storage Pump Power Plant is of paramount importance in balancing power generation network and prevention of voltage drop in peak hours due to its vicinity to one of the highly-consumed parts of the country.”
